Public Health Specialist Wanted @ The US Embassy, New Delhi!

The U.S. Embassy in New Delhi is one of the largest U.S. diplomatic missions in the world, a reflection of the importance the United States places on its relationship with India. The Embassy represents 17 U.S. federal government agencies, from the U.S. Department of State to the Federal Aviation Administration.  The Embassy coordinates the activities of four consulates -- in Mumbai, Kolkata, Chennai and Hyderabad - ensuring that the U.S.-India relationship is strong throughout the country. The American Center is the Embassy's cultural center, offering art exhibits, book launches and musical programs.

The U.S. Embassy in New Delhi is seeking an individual for the position of Public Health Specialist (Laboratory) in the Centers for Disease Control and Prevention (CDC) Office.

Eligibility:

  • Doctor of Philosophy (PhD) degree in Microbiology, Virology, or Medical Laboratory Technology is required.
  • Ten years of post-doctoral work experience in clinical Microbiology laboratory testing procedures and systems is required.
  • Level-IV (Fluency) in English (Speaking/ Reading/ Writing) is required. (When applying for the position, please indicate your level of proficiency for these languages. (THIS WILL BE TESTED)
  • Demonstrated experience in MS Office applications such as Outlook, Word, Excel, and the Internet

Job Description:

Program Management & Technical Assistance:

  • Serves as a coordinator for laboratory systems strengthening within the host country and is responsible for supporting the planning and implementation of capacity building of laboratories to ensure timeliness, quality and consistency of results.
  • Provides technical evaluation of all proposals for laboratory capacity building projects of partners, ensuring that protocols are being followed appropriately and recommends amendments/approval to supervisor.
  • Provides guidance and direction to grantees, program collaborators and contractors on management and implementation of activities to be consistent with USG and international policies and guidance.
  • Assesses national referral and regional laboratory capacity to support surveillance and diagnostics for international emerging infections. Develops strategies to strengthen capacities and capabilities based on assessment findings.
  • Plans, oversees and coordinates cooperative agreements with the host government and potentially other partners for activities in areas of laboratory diagnostics, including the establishment and maintenance of a national quality assurance system.
  • Develops standards to enhance capacities of regional and referral hospital laboratories and to support surveillance for emerging diseases. Standardizes testing protocols for diagnostics and surveillance.

Management:

  • Promotes the standardization of lab equipment and maintenance assistance and provides technical specifications for procurement of essential laboratory equipment and supplies.
  • Ensures proper budgeting of national referral and regional laboratory activities supported by grants, partnerships and cooperative agreements. Ensures validity of data and authorizes entry in appropriate data base.
  • Serves as a point of contact for assigned laboratory teams cooperative agreements and contracts that total USD$10 million.

Interagency Coordination:

  • As a regional expert on matters pertaining to testing and operations of a variety of laboratories located within the host country, the incumbent may represent Centres for Disease Control and Prevention (CDC)/India at technical, policy and strategic planning meetings, including meetings with collaborators and donor agencies.
  • Participates in internal and interagency technical working groups to ensure adherence to internationally accepted/directed standards for laboratories within the host country.
  • Perform other duties as assigned.
